New Vegas Strip
As the Ghoul and Lucy are confronted by the deathclaw that emerged from Gomorrah, their attention is drawn to a second deathclaw coming from nearby, followed by a third roaring at them from the opposite direction and destroying a nearby palm tree with a mere swing of its tail. The terrified Lucy defers to her partner's advice to handle the situation, and he simply responds "Run!" as they flee to cover behind a wrecked taxi, spotting a fourth deathclaw devouring meat close by.

Still under the effects of her Buffout addiction, Lucy asks for more drugs to use, but the Ghoul refuses. She then questions if her selection of weapons can be used against the deathclaws and he sarcastically asks if she has a rocket launcher, which she denies. As a deathclaw starts to crawl on top the car looking for them, the Ghoul spots Dogmeat running through a gap in the exit gate. He quickly stuffs a frag grenade into a duffel bag, then tosses it in the opposite direction and shoots it to cause an explosion. The distraction occupies the deathclaws long enough for Lucy and the Ghoul to sprint to the gate and slide under to escape into Freeside.

Freeside - I
By daytime the next day, the Ghoul and Lucy observe the gate into the infested Strip as the deathclaws roam behind it; Lucy asks if they were always there and the Ghoul notes they were not. Lucy wonders why her father would go into a "den of monsters." The Ghoul reveals that for years, he searched for the Vault reserved for Vault-Tec management mentioned by his wife, hoping that both she and their daughter were preserved inside through the bombs falling, only to discover that there was more than one; those that he has found since have all turned up empty. Now, their hunt for Hank has convinced him there is another one in Vegas, beneath the Strip, but he laments the inability to reach it due to the deathclaws.

As they stroll down Freeside's main street, Lucy advocates for going back in but the Ghoul tells her it is no easy task getting past a pack of deathclaws. Lucy tries to stay focused but admits she is starting to lapse into withdrawal again. The Ghoul, fed up with her drugged antics, hands her some caps to take to Sonny's Sundries nearby, where she can buy some Addictol to cure her condition; in the meantime, he is going to get a drink and get "fucked up." His mission takes him to the Atomic Wrangler Casino for a bottle of whiskey. The barkeep, Shotgun Jeff, tries to strike up conversation, remarking on the deathclaws infesting the Strip as nothing more than the latest "change in management" after previous bouts by the New California Republic, Caesar's Legion, and an army of Securitron robots. The Ghoul firmly interrupts to tell him to stop talking, as the bounty hunter slides back into his memories of his former life and family.

Flashback - I
A Galaxy News newsreel plays, talking about a meeting between "captains of industry" taking place in Las Vegas, led by Robert House. The scene zooms out to show the newsreel playing on screens at Los Angeles International Airport, where Cooper and Barb Howard are met in the terminal by her assistant Hank MacLean. Cooper points out the locked briefcase handcuffed to Hank's wrist; Hank remarks that it makes him feel like a V.I.P. but also a potential assassination target, and Barb then sends him ahead. Cooper excuses himself to use a payphone, where he is joined one booth over by Kate Williams to discuss the plan about stopping the exchange of cold fusion between Barb and House. Williams tells him to look in the coin return of the phone he's using, as she's snuck in a vial containing an unknown poison for him to use to assassinate House. She reminds him that if House gets the cold fusion from Vault-Tec, it will be everything he needs to bring about the end of the world. However, Cooper tells her he will get the cold fusion back himself and without taking a life, leaving behind the vial as he goes to rejoin Barb. During the sequence, Cooper also notices Hank talking with two of his coworkers, Clark and Pete, though he does not recognize them.

After landing in Las Vegas, the couple travel via limousine to the Lucky 38, where the defense contractors' conference is being held. Outside, Cooper notices a crowd of protestors opposing the Sino-American War and the corporations' weapons manufacturing. As they approach the casino's doors, Congresswoman Welch is dragged out by two MPs while holding a U.S. flag that she was using to protest inside, and thrown down the steps. Cooper is the only one to help her up. While pessimistic about her protest leading to change, she is shocked into silence when she discovers that it was famous actor Cooper Howard who helped her up. He tells her to keep up her opposition as he follows after his wife.

Inside the casino, Barb excuses herself to go speak with RobCo reps while Cooper offers to get them some drinks; in truth, he begins following Hank to try and get at his briefcase, which he believes contains the diode. Just as he finds Hank at an upstairs bar, he notices the crowd around him pointing out the appearance of the alleged Robert House followed by an entourage. "House" directly approaches Cooper, and informs him that the actual Mr. House is awaiting his visit. The two go alone in the elevator up to the Lucky 38 penthouse, where Cooper is met by Victor. He is ushered to a balcony overlooking the large computer console manned by the real Robert House. Cooper is stunned to realize that he had met House before during the encounter in the veteran's hall bathroom,[1] which House remarks happened because he was very eager to meet Cooper. The CEO then reveals that he is fully aware that Cooper originally came to Vegas with the intent to kill him.

New Vegas outskirts
The snake oil salesman strolls along the roads towards New Vegas, passing various old car wrecks, showing off the fusion core he traded from Thaddeus for his elixir.[2] At one point, he ends up in a struggle with a radroach that pins him to the ground, but manages to stab it to death. Later, he runs to a meadow to pick out a few flowers to decorate his clothes with.

That night, the salesman sits at an abandoned taco stand for a romantic night with Fisto, where he apologizes for cheating on the robot with chickens. Before the salesman can continue, Hank appears behind him; the salesman mistakes him for a voyeur and tells him to at least be discreet, before Hank knocks him out with a crowbar.

Vault-Tec facility
After returning to the Las Vegas management Vault, Hank drives his cart past a section labelled "Management;" inside are several more cryonic chambers, including two designated for Barb and Janey Howard. Later, the snake oil salesman awakens to find himself in Hank's workstation, restrained to a table with a black box chip implanted in his neck. Hank asks if he would like to forget every memory he has ever had, including people he had met and details about his life, while retaining the use of his language and motor skills; the salesman eagerly agrees. Hank then uses a machine to remove the memories from his brain. At first, the salesman seems pleased and even aroused, but then begins to wince seemingly in pain and screaming, similar to Stephen Winthrop's final fate.[3] Unlike then, the salesman's head does not explode, as the procedure proves to be a success. As he looks over the docile salesman, Hank relishes the results of his experiments finally achieving progress and presses a button on his console to begin the next stage of his plan.

Vault-Tec headquarters - I
The Vault 31 dwellers' expedition reaches the grounds of the Vault-Tec headquarters, finding it overgrown and seemingly abandoned. After breaking in through the front doors, their exploration of the lobby leads Norm to notice fresh blood on the wall as he suggests they should leave, though the group is distracted by Ronnie's discovery of their coworker Janice's remains. Suddenly, loud banging and skittering noises shock everyone, coming from the boarded-up elevator shafts. The group is then surprised by the arrival of Ma June and Barv, who hold them at gunpoint. Once she notices their jumpsuits, Ma June remarks on meeting "more Vault dwellers," which gets Norm's attention.

Later, once the tension is over, Claudia asks Barv about the noises in the elevator, which she reveals is the radroach farm they are raising to make money. Norm has a private conversation with Ma June, where she reveals her previous encounter with his sister at Filly,[4] also lamenting how she lost her home to the Brotherhood of Steel burning it down.[5] She goes on to mention several factions and recent events around Los Angeles, like the Enclave, NCR, and Khans, but Norm clarifies that he has no idea what she is talking about. Ma apologizes for trying to talk current events to a "vaultie" and changes subjects, telling him his sister is most likely dead; Norm disagrees, saying that she does not know Lucy like he does. She firmly tells him the same advice she had for his sister: “Go home." The two scavengers then head off on their own again, with Ma offering their wealth of salvage for the group to take what they need as long as they do not interfere with the roach farm; when Barv questions her sudden "Samaritan" act, Ma shuts her up and says she is trying to be a better person.

Freeside - II
Lucy finds the entrance to Sonny's Sundries but notices on the blackboard outside that the price for Addictol has been raised from 125 to 1,000 caps; she jangles her purse of caps and knows she does not have nearly enough. While she is walking away, she notices the back door to the store wide open and decides to sneak inside and steal the drug instead. In the store, she notices the shopkeeper going upstairs, then spots the Addictol in a display case and grabs it. As she looks around, she also sees a power fist on a display and decides to take it too, additionally grabbing a bag to carry it. Once she sees the shopkeep come back downstairs with his back turned, she tries to sneak out. However, she is shocked to notice a chopped-up body stuffed in a trash can, causing him to notice her presence.

As Lucy tries to talk her way out of the situation, she notices a picture of Sonny that is noticeably different from the man in front of her and that the supposed shopkeeper's clothes are comically undersized for his body. This leads her to realize that the "shopkeep" killed the real owner, who is the body in the trash can. The "shopkeep" initially tries to lie that Sonny "left town," and the body is that of a robber, but he reveals himself when Lucy questions with disgust if the "robber" was naked, which he takes offense to. Lucy offers to leave without further trouble, but she draws her pistol upon seeing the thief going for a displayed gun and threatens to shoot him. This does not dissuade the thief, forcing Lucy to shoot him, and he falls behind the counter. She approaches, thinking she just wounded him, but discovers that she actually killed him, shocking Lucy that she took a human life so easily. Right then, a female customer arrives and is surprised to see Lucy, questioning who she is; Lucy admits to both the customer and herself that she does not know.

Meanwhile, the Ghoul has a few more drinks at the Atomic Wrangler's bar, still lost in his memories, before taking the bottle with him upstairs to a private room.

Flashback - II
Mr. House claims that his interest in meeting Cooper is not because he is a fan of his movies, but rather due to belief that their destinies are "mathematically intertwined." Cooper questions the faux House about his job, and the man answers that he has been playing the role for the better part of ten years, before he goes with Victor to return to the conference. The real House asks for Cooper to come down and speak to him face-to-face, but Cooper refuses. However, House tempts him by revealing he had backdoor access to the visual feed of Cooper's T-45 armor during his tour of duty in Alaska, including observing his encounter with the "demon in the snow,"[6] which he implies has a connection to the conspiracy that Barb is also involved in.

Once Cooper comes down the stairs, House claims that they are both connected by the fact that they are "apex competitors" and the very best at what they do; for House, his place is to be the best at knowing everything, including knowing the precise time to purchase valuable technology such as Vault-Tec's cold fusion device. He pushes a button on his console to reveal a hidden room in the penthouse containing his own cold fusion generator. House explains that with the power generated by cold fusion, he intends to create a roboticized copy of his personality, contained in his computer network in order to survive and protect his beloved Las Vegas during and after the end of the world.

Cooper points out that, based on what he knows, House is buying a technology to survive the war from the person who will start said war. House refutes this and also dismisses Vault-Tec and the other corporate heads from their meeting as the mastermind, but emphasizes that Barb instead may play a key role in setting events in motion. He reveals that he has been running mathematical equations according to various global factors, all in an effort to predict the end of the world. He achieved the first conclusive results on April 14, 2065, the day that Cooper and Barb's daughter Janey was born; this indicated to House that the Howard family would have an important role to play in future events. He then adds that Cooper's decision to travel to Vegas with his wife in the present also had an influence, shortening the calculated timeframe of the start of the war by a month, which further cemented his belief.

House says it irks him greatly that he simultaneously knows Cooper will have a big part to play in future events but cannot figure out what that is. Cooper reveals that he was sent there by another person to kill House because it was believed that House would be the one to enact the apocalypse. However, House denies this and voices his belief that there is someone else operating within the conspiracy, beyond the corporate leaders' plans; someone entirely unknown even to him that he thinks is also responsible for the appearance of the deathclaw in Alaska. He dons a control helmet while expressing his frustration with the idea that despite his best efforts, he may not be the "House" in the saying "the House always wins."

In response, Cooper lashes out and mocks him as a "fucking lunatic." This sets House off as he lambasts Cooper for wasting time making "pointless fiction" while his wife is the one involved with "apocalyptic proposals" and House himself is making actual efforts to save Las Vegas. As Cooper heads to the elevator to leave the penthouse, House calls out and derides him as a killer pretending to be a cowboy. On the ride down, the emotional Cooper tries to drown out his thoughts by emptying his hip flask, to no effect.

Vault-Tec headquarters - II
In the upper offices of the headquarters, Norm observes Ronnie and Clark trying to reactivate some old ham radios which Ronnie says they intend to use to contact "the investors." Norm then notices Claudia in another office, trying to hold in her sadness over the fact that everyone she knew including her family, friends and cat named Puppy have been dead for over 200 years. He gives her some comforting words, then remarks that her personality seems out of place among the other executives. Though he is told she does not know about anything about "Future Enterprise Ventures," since she had only worked at Vault-Tec for a week prior to being frozen, Claudia says she does remember that an executive named Barbara Howard was the one in charge of the Vault proposals.

She escorts Norm through the building to Barb's old office. As Norm tries to get into the terminal, Claudia voices her skepticism that he is really Bud's successor, which Norm confirms is false; when asked how she found out, Claudia says that he showed he was not "nuts" like the rest of the executives. Unbeknownst to the pair, Ronnie had followed them to the office in hiding and overheard as Norm exposed his secret. Claudia offers to go get them some drinks while Norm looks for information on "Future Enterprise Ventures." He discovers there is no record of the name in Vault-Tec's database but does find a related search for the acronym "F.E.V." which redirects him to an entry on the Forced Evolutionary Virus. Before he can read more, Ronnie sneaks in and pulls out the terminal's power cord, decrying Norm for lying and pretending to be the leader of Bud's Buds. Norm tries to defend himself, but Ronnie gets the drop on Norm and uses the cord to strangle him until he falls unconscious.

Freeside - III
After leaving Sonny's, Lucy takes the dose of Addictol, briefly wondering on its effect before she projectile vomits onto the ground for a minute to expel the Buffout in her body. She finds her way to the room occupied by the Ghoul at the Atomic Wrangler but soon gets the urge to vomit again as he points her to the nearby open window. Though the Ghoul helps ease her into a seat, he expresses that it is all he can do for her before pointing out the presence of the snake oil salesman, cleaned and dressed up as a representative of her father. The mind-controlled salesman tells them that Hank is safe and out of their reach in an underground facility, declining Lucy's demand to be taken to her father, as Hank did not give him permission to do so. He reveals that Hank has discovered Barb and Janey preserved in cryostasis in the same facility and that he is willing to make a deal with the Ghoul: Hank will leave his family undisturbed if he brings Lucy back to Vault 33, but also threatening to prematurely end their stasis and ensure their deaths if he does not comply. Lucy tries to ask questions, but the salesman simply responds that Hank would prefer her to be in the safety of the vault while he carries out his plans.

She looks to the Ghoul and asks if he is really considering taking the deal. The bounty hunter responds with noticeable sadness that he only helped her get to New Vegas because he needed her to bargain with, with his family's safety now being the bargain. Lucy sadly remarks that they were finally starting to get along, and the Ghoul agrees before shooting her with her own tranq gun. The salesman voices his delight to see the Ghoul agreeing to their deal and leaves to report back to Hank.

As he watches over Lucy while she succumbs to the tranquilizer, the Ghoul reflects back on the drunk and disassociated state he was in after he met House in the Lucky 38, passing by House's double at the bar and even taking another person's drink. He fails to realize that Lucy is fighting through the drug before she manages to equip her power fist and lands a surprise attack that launches him through the window. He falls toward the street but ends up getting impaled on a metal pole through the abdomen. The pre-War flashback to the Lucky 38 continues, where Cooper ended up riding a bucking-bull animatronic shaped like an atomic bomb until getting thrown off and found by Barb, who helped him up to their hotel room; Cooper finally told her that they needed to talk.

Meanwhile, presently, Lucy's body gives out under the tranquilizer and she collapses to the floor. Shortly after, Hank walks into the room in person and comforts her, calling his daughter by her nickname "little Sugarbomb" before Lucy completely passes out.
