It is a label placed on a package Knox is handing to Bernard, and the label is false by design. Every attribute Knox assigns to the supposed informant maps onto Walker's actual profile. The gunpowder detail is the instrument of confirmation. If Bernard receives that specific operational claim and immediately redirects security resources toward the supply corridor or the main doors, the response time alone closes the case. Knox does not need gunpowder for any real operation. He needs to measure how fast his words travel from Walker's mouth to Bernard's desk. The false plan is a diagnostic, not a threat.
