Mayor Holland watches the feed from Juliette Nichols' helmet as she approaches the entrance to Silo 17. He reacts to the sight of the thousands of dead surrounding the entrance. He tells the Legacy "Stop!". Seemingly shaken by what he has seen he opens The Order and turning to a specific page reads the title "In case of a failed cleaning, prepare for war."

At that moment an alarm goes off and Bernard rushes out of the Vault, out of the Server Room and finds Robert Sims. Sims tells him that Nichols went over the hill and that he set off the alarm. Bernard then tells him to set an 8 p.m. curfew and to have the Sherrif's department put under the control of Judicial. He also gives Sims the names of two people from Down Deep whom he wants taken into custody. Additionally, he wants someone to watch Dr. Nichols.

In the Down Deep Hank is trying to quiet the crowd which is quite worked up. One person says that the outside must be safe and that she wants to go out too. Hank is unsuccessful in subduing the crowd so Knox stands up and tells them to be quiet. He tells them that Juliette is one of their own but Shirley interrupts him to ask "Why did you turn her in?" In spite of Knox's answer the crowd remains upset until Walker turns a fire hose on them and says "We all have jobs to get back to, don't we?"

Bernard goes to Meadows apartment and tells her that he is going to give a speech and he wants her to be there to support him. She scoffs at the idea. He offers her benefits - more relics, more staff - if she will help him. She grabs a copy of The Wizard of Oz and says that in there is a man who is a fraud but in the end he is able to get into a hot air balloon and sail away. If Bernie can get her that, she'll help, otherwise no.

While working in her shop Walker gets a visit from Deputy Hank. He says that he has to arrest Walker on behalf of Judicial. He takes her to the Down Deep jail where she is surprised to see Carla already in the cell. They each wonder if the other talked but both deny it.

Up Top Bernard is giving a speech to the Silo. In it he explains how Juliette was able to walk over the hill. A new tape developed by IT helped delay the infiltration of the toxins and allowed Juliette to live a little longer than anyone else. Although there are a few hecklers, the crowds seem to accept this explanation. Surprisingly, Judge Meadows is present and, stepping up to the microphone, announces that she is granting five credits to every household in honor of this achievement.

Back in the Down Deep, Shirley is not convinced and cries out "Liars!". She tells the crowd that someone from Mechanical switched the tape the IT uses with the good tape that they use. A raider comes up and tries to arrest Shirley. Knox shows up and attempts to convince the raider that she is too valuable to be taken away and asks Hank to vouch for her, which he does.

Bernard shows up at Meadows apartment and thanks her for her cooperation during his speech. She says she went to watch him fail, having no confidence in this political abilities. After that speech, she may need to change her mind. He continues to apologize for the badgering and attempted bribery earlier trying to gain her help. She accepts this and tells him there is one thing he can give her, a suit like Juliettes. Much to his dismay, she says "I want to go out!"

Order

Sheriff Holston Becker moves through the Silo in seemingly his ordinary morning routine. Starting by putting on his badge then placing flowers in front of a mirror, and fidgeting with a loose vent. He arrives at his office in the Sheriff Department where he writes a note, takes off his badge, and then asks Deputy Sam Marnes to meet him in Holding 3. When Marnes arrives, Holston has locked himself inside and thrown the key into the corridor. Holston tells Marnes he wants to see his wife, and while Marnes pleads for him to not to say the words, Holston tells him that he "wants to go out."

Two years earlier, Holston and his wife Allison find out they have been granted childbearing status for the next year, although this will be their third and final chance to conceive. At breakfast, they are approached by Gloria Hildebrandt, a fertility counselor who Holston believes perpetrates fraud by promising people babies if they do what she says. Gloria doesn't say anything illegal, but asks Allison to see her if she has an open mind. Allison has her birth control device removed by Doctor Leonard and they immediately start trying for a baby.

With 342 days left, Allison talks with Karen in the IT Department about trying for a baby. They are interrupted by Bernard Holland who tells Allison that he removed a post that she put up on the BBS about how to recover deleted files. Although Allison wanted to cut down on service calls, Bernard tells her there are processes for a reason. Allison admits to Holston later that she knew she was breaking the rules but thinks there are too many rules and wonders why even asking questions about before the rebellion is forbidden.

With only 157 days remaining, Allison is still not pregnant. The Silo prepares for the celebration of Freedom Day, and Mayor Ruth Jahns is worried about violence or disruption. Holston and Marnes assure her that things will go smoothly. Jahns comments that the view from the sensor showing the outside world is getting harder to see because there has not been a Cleaning in a long time. Holston thinks this is good and means things in the Silo are going well, but Jahns knows that people need to see what is out there to remind them.

Allison meets with Gloria again, who asks to see her in private. Gloria is worried about people listening in and starts the water running. She begins telling Allison that others like her wonder about what was on the destroyed servers and burned books from before the Rebellion, and even if the Rebels were responsible. Then Gloria asks Allison if she thinks she's the type of person "they" want to have children. Allison related the conversation to Holston who wants to send a psych team to her.

As Freedom Day approaches, Karen gives Allison a request from George Wilkins, a programmer in the Mids. Because he wants someone there in the morning, Allison has to travel to the Mids and stay overnight in a hostel. Since Holston will be working the Freedom Day celebrations, Allison doesn't mind working.

As Freedom Day is remembered, Allison meets with George who shows her an old hard drive he has acquired. George is pleased he managed to get Allison after several tries, since he wanted to talk to her specifically. George printed out her post on recovering deleted files and found that the hard drive has files on it, but he can't access them. The hard drive's serial number isn't recorded by IT and could be over one hundred and forty years old, predating the Rebellion and in danger of being a Relic. As the celebrations continue, Allison manages to access the drive and finds it full of files including blueprints of the Silo. Realizing it is a Relic, Allison tells George to bury it and leaves. George begins looking through the files.

Both of Allison's recent experiences rattle her and she starts looking for answers. She goes to see Gloria again and asks her why they don't want people to have children. Allison also goes to see George again and they look through the files on the hard drive together. One file, "Jane Carmody Cleaning," seems to show a green and lush outside world.

Allison is at the end of her year to be pregnant, and her appointment with Doctor Leonard to have her birth control reinstalled is scheduled. She doesn't make it, and when Holston finds her at home, she begins to tell him about what she found and offers proof; her own birth control device that she just dug out of herself. The entire process was a sham and she was never going to be able to conceive. Allison is bleeding and Holston goes for the doctor but when he returns Deputy Marnes tells him Allison is in the Level 1 Cafeteria. Allison is telling everyone there that the view of the outside is a lie, and it is green and lush with life. In front of everyone, she says she wants to go outside. Holston is shocked and Allison is arrested.

Mayor Jahns tries to find a way out of the situation, but as Holston points out the rules of the Silo boil down to one thing: "never ask to go out." Both Gloria and George are pulled in for questioning as they had associated with Allison recently but George maintains that Allison never went back to see him and Judicial does not find the hard drive. Because it will be the first Cleaning in a while, the Mayor begins preparations for the public event.

Allison and Holston talk and while she says she loves him, she cannot deny the truth she has seen. Promises that if she goes out and its a barren toxic wasteland like they have been shown, she will not clean the sensor. If it is green like she believes, then she will clean. As Allison is suited up and sentenced to exile, she leaves the Silo. Holston and the rest watch as she cleans the sensor and then begins to walk away before collapsing and dying on the hill just beyond the silo exit.

Two years later, Holston learns that George Wilkins is dead after going over a rail on level 120. Holston wants to investigate whether it's a suicide or an accident, and is told by Marnes that an engineer believes it was murder. The two make the trek down to the lower levels and meet with Deputy Hank. They are taken to see Juliette Nichols, an engineer who works to keep the generator running and the Silo alive.

Back in the present, Marnes asks Holston why he is doing this. Holston says he is finally listening to Allison. He is going to find her and know the truth.

Freedom Day

Holston Becker is suited up to leave the Silo as Mayor Ruth Jahns goes through the traditional ceremony of sending someone out for a Cleaning. Holston apologises for causing a fuss as he goes through the airlock and into the outside world. As he emerges, Holston begins to see the outside world. Throughout the Silo, people gather to watch the Cleaning in their various Cafeterias throughout the facility, including Juliette. The population cannot believe that a Sheriff is being sent out to clean. As Holston stands outside, he sees the world as green and lush with birds flying in the sky. Realizing that the rest of the Silo has to see it, Holston cleans the sensor. As the population watches, Holston starts towards his wife's body and then begins to succumb to the toxic environment. Holston removes his helmet, crawls to Allison's body, and dies.

In the Cafeteria in the Deep Down, Juliette storms out, calling the Sheriff a liar. Tempers begin flaring at a Sheriff being sent out, and fights break out. Deputy Hank and Knox stop the commotion, and Knox rallies them saying these problems are for Up Top and the Mids, not for those in the Deep Down whose job it is to keep the lights on.

At the Sheriff Department, Deputy Sam Marnes finds Holston's letter left before his exile. Sandy tells him about reports of people lining up at recycling stations all over the Silo requesting hammers and pipes, anything that can be used in defense. Marnes goes to see Jahns, asking who will be the next Sheriff. Initially, Jahns believes that it would be Marnes, but he refuses, saying he plans to retire after helping to break the new Sheriff in. If Holston had retired, he would have picked his own successor. Jahns has been combing through the records of the Silo, looking for any previous mention of a Mayor sending out a Sheriff to clean. Marnes realises that Jahns is worried that the cause of the previous Rebellion could have been the actions of a Mayor sending a Sheriff out to Clean.

At a recycling station, arguments over a sledgehammer threaten to turn violent. Deputy Brooks tries to maintain order, but it is calmed down by the arrival of Robert Sims of Judicial who takes the names of the two men fighting.

Juliette goes to relieve stress by fixing things in Martha Walker's electronics workshop. Although reluctant, Martha convinces Juliette to talk about what is bothering her. Juliette begins to talk about George Wilkins and how she believes his death was murder.

The day before George's death, Juliette and the rest of her team were in the Cafeteria celebrating Terry Cooper becoming Juliette's shadow. Juliette and George are in a relationship, but it is not sanctioned so he keeps his distance at formal events so that Judicial does not become suspicious. George wants to tell Juliette something and plans to tell her later at her place but once Juliette gets off shift, George is nowhere to be found. He left a package in her quarters with a note and a relic. At breakfast the next morning, Juliette learns that "Computer George" is dead after going over the rail around Level 120. In private, Juliette is distraught and breaks down.

Believing it not to be suicide, Juliette tries to convince Deputy Hank of the fact. Hank wants it not to be suicide as that is a crime against the Silo and would save him a ton of paperwork. Hank runs it up to the Sheriff as the concerns of a co-worker, prompting Holston and Marnes to travel to the Deep Down to investigate. Hank shows them the vent shaft where George was found, estimating he had fallen one hundred feet. Juliette points out George did not fit the obvious signs of depression, and no one else was on the stairs at three in the morning. While Marnes checks on Porter activity on the stairs, Holston and Juliette view George's body looking for any unusual markings or signs of harm.

Holston and Juliette talk, and he reveals he knows she and George were in a relationship. He wants to help, but Juliette needs to tell him the truth. She reveals the relic and half of the message that George left her, on the condition that she would not be ratted out to Judicial. The message says "Remember where you last saw this?" Juliette takes Holston to the deepest depths of the Silo, and into tunnels that are more illegal than any Relic. Hidden away is a machine that Juliette believes is the last remnant of the technology that the Founders used to build the Silo. Down here, George has created a camp where he investigates the Silo and finds Relics. Investigating the camp, Holston and Juliette find the hard drive and instructions on deleting files covered in Allison's handwriting. He asks Juliette to trust him, and he will send a signal while he investigates.

Juliette tells Martha that she never heard from Holston again, and now he's gone. But she admits she didn't show him everything; the other half of the note that says "I found what I was looking for."

Jahns and Marnes talk over the Judge's suggestions for Sheriff, the main one being a former Deputy, Paul Billings. Marnes admits that Holston did leave a candidate for his successor, but Marnes believes it was just a symptom of how he was not thinking right at the end. Holston suggested Juliette as the Sheriff. Jahns resolves to at least meet her, and plans to travel down all 144 levels to meet her.

At George's camp, Juliette finds a large amount of rope and descends deep into the cave, looking for a door at the end of an old tunnel that George told her he found on a set of schematics. Juliette descends down the rope, losing her light into the water below.

Holston's Pick

In the cave, hanging above the water, Juliette panics and hauls herself back up. Scared and angry, she drinks herself into a stupor, begins wearing George's watch again, and has flashbacks to their time together.

Mayor Ruth Jahns and Deputy Sam Marnes prepare to travel from Up Top all the way down the Silo to meet with Juliette. A pair of Judicial agents watch over them as they leave.

Shirley Campbell gets Juliette up and awake after her night of drinking and vomiting in the hallway. Shirley wants to know what is wrong and notices that she is wearing George Wilkins' watch again. As Juliette brushes her off, the room begins vibrating and Juliette knows her fix for the generator is failing.

Jahns and Marnes continue down the stairs, stopping at the level with the Judicial offices for a water break. Jahns does not go to see Judge Meadows however, but makes it known that she passed by.

At the generator, Terry Cooper is trying to fix it, but is pulled out violently by Juliette. Cooper is angry and wants to know how he is supposed to learn. Knox is angry she is late and smelling of alcohol. Juliette tells him that the generator has to be shut down and fixed properly or the issue could get worse. Knox doesn't want to be the guy to shut it down and potentially cause panic throughout the Silo.

Jahns visits Bernard Holland in the IT Department and brings him a gift of brandy. She wants his help with Judge Meadows, who is positioning Paul Billings to be the new Sheriff. Bernard says Juliette is a thief who stole H57 heat tape that was earmarked for IT. Bernard tells her the ongoing lack of a Sheriff is edging the Silo closer to disaster.

Jahns and Marnes reach the Mids, and they are greeted by an enthusiastic crowd. Jahns goes to tour the baby wards where she meets Doctor Pete Nichols, Juliette's father. She talks with him about Juliette, and found out that she left the Mids for the Deep Down at the age of thirteen and Doctor Nichols hasn't seen her in a long time.

Juliette talks to Martha Walker about her experience in the cave, admitting to being scared and letting George down. Juliette and Martha argue, with Juliette throwing the fact that Martha has not left her workshop in twenty years in her face.

Jahns and Marnes stop at the park level for food, and they are approached by Robert Sims. He offers them fresh strawberries, courtesy of Judge Meadows. Jahns sees it as an intimidation tactic, and while Sims can understand Jahns reasoning for at least meeting with Juliette, he tells her that a choice has to be made, and Billings is the ideal candidate.

In Mechanical, the fix is getting closer to failing. Juliette is overseeing the repairs as Deputy Hank leads Jahns and Marnes into the control room. Jahns tells Knox to not let Juliette leave and goes to see her old friend Martha for an honest opinion on Juliette.

Jahns and Juliette meet, and Juliette is told that Holston Becker chose her as the next Sheriff and that only he and now Jahns want her in the role. Juliette turns it down, but is given Holston's badge as per his last request. As the Mechanical crew talk about it, Deputy Hank finds something etched on the back of the Sheriff's badge that causes Juliette to rethink her decision. She tells Jahns she will take the job if she is allowed to fix the generator, which means turning it off temporarily and darkening the Silo.

Jahns is reluctant but agrees, authorizing an eight hour power outage. Residents are ordered to stay at home or in designated safe areas. The generator is to be shut down, but they will only have thirty minutes to do the work as the steam that feeds the generator can only be shut down for that long before the pressure build up will ruin the entire system.

The Silo is switched to back-up power, and Knox closes the valve to fifty percent to allow the main panels to be lifted off to inspect the damage before committing to the full shut down. Juliette and Terry Cooper are hoisted up to repair the rotor blades, and the steam is shut off completely to let them work. One blade is removed and sent down for straightening, with other blades needing repairs as well.

People wait for the outage to end throughout the Silo. Sims comforts his young son. Jahns and Marnes admit that they have feelings for each other. In the generator, the pressure is redlining faster than the crew expected. Juliette leaves Cooper to fix the blades while she goes into the pressure chamber and hoses down the valve with water to keep it from overheating. Juliette almost drowns, but Cooper manages to fix the blades. Knox restarts the generator, and the Silo goes back to full power to the celebration of the residents.

Juliette prepares to leave the Deep Down. She apologises to Martha, and gives her a relic from George's stash because she wants to figure out what it is. Juliette takes her leave from Shirley Campbell, and looks at the back of the sheriff's badge which has the word "truth" etched on the back.

Bernard meets Jahns and Marnes as they head back up the stairs. He is not supportive of their decision to stop the generator, or of the appointment of Juliette as the new Sheriff.

In her office, Jahns signs the order for Juliette to be the new Sheriff, then tells Marnes to get a bottle of wine to take to her apartment while she uses the restroom. Marnes gets concerned when Jahns doesn't answer him, and breaks down the door to find her convulsing on the floor, blood running from her mouth.

Machines

Making her way up the Silo, Juliette stops outside her father's clinic in the Mids and remembers a time when she, her father, and her mother, saved the life of her brother, Jacob. She is pulled away by a Porter sent to retrieve her due to a situation Up Top. Mayor Ruth Jahns has been murdered by ingesting rat poison, and Juliette finds Bernard Holland, Robert Sims, and Deputy Sam Marnes discussing the situation. Marnes believes it was a targeted attack on him and Jahns, and that if the mayor's water bottle was not leaking, he would also be dead. Due to the rules of The Pact, Bernard is now Mayor Pro Tem and promises to formally swear Juliette in as Sheriff as soon as possible. Sims promises to get Marnes a list of criminals in the Mids who might have cause to harm him but requests that what he does, he pursues it quietly.

A flashback shows some of Juliette's life after her mother and brother died. Her father works early, and he needs her to pack up their things for Recycling. They cannot keep things which can be used by other people.

Juliette arrives at the Sheriff station, walking through the Level 1 Cafeteria. She is shown to the office by Sandy, who is immediately antagonistic with her. Juliette reminds her that she is now her new boss, and wants George Wilkins' file. Juliette explores the office and the filing cabinet, looks into Holding 3 and finally goes to Holston Becker's old apartment which is now hers.

Flashbacks continue to show Juliette's life as she delivers her mother and brother's possessions to Recycling, trying to cook and almost starting a fire, and fixing her mother's old chair. Juliette clashes with her father, whom she blames for her family not being around any longer.

Bernard arrives at Juliette's apartment to swear her in as Sheriff. They discuss the appropriation of heat tape and agree to let bygones be bygones. Juliette is sworn in over a copy of the Pact. With the combination to the restricted locker, Juliette goes looking through it and is given paperwork by Sandy concerning arrangements for the Mayor's ceremonial funeral. Judicial has no file on George Wilkins, but Sandy passes a file on that Holston left for his successor. Inside is a handwritten note that reads "double the flowers in front of the mirror." As Juliette reads through the files, she is alerted to a problem in the Mids; Marnes is beating a suspect.

Juliette arrives and calms the situation down, taking Marnes for coffee. She takes him into her confidence about what happened between her and Holston that caused him to choose her as his successor. They make a deal; Marnes will help her find out who killed George, and she will help him find out who murdered the Mayor. They talk to Patrick Kennedy, who assaults Marnes believing that he framed his late wife, Doris, and is the reason she is dead and in the soil. Juliette asks Marnes about a hard drive in Holston's possession, and is told that anything like that would have been taken to Recycling. They talk about the Mayor, and Juliette realizes that Jahns and Marnes were close. She begins to wonder if Marnes was the target like he believes.

In a flashback, a teenage Juliette leaves her quarters, passes her father's clinic, and heads for Mechanical. She convinces Martha Walker to take her in as a shadow, and is assigned to the scavenge team. Shirley Campbell gives Juliette the lowdown on how the Recycling system works, and their part in scavenging and repairing technology.

Juliette visits the recycling station on Level 20, looking for the harddrive and paper with Allison's notes. Neither were handed in, Juliette asks the operator to message her if they turn up.

In the flashback, Juliette's father arrives in Mechanical, aware that the teenager forged the note to get her work in the first place. Doctor Nichols realizes that Juliette is happier in the Deep Down, and that she is good at what she is doing. Nichols agrees to let Juliette stay, and Juliette is assigned to shadow Knox.

Marnes retrieves his shotgun and sets up a makeshift punching bag. Robert Sims arrives to talk to Marnes, telling him Judge Meadows is ready to get Juliette out of the Sheriff role and Paul Billings into it if both Marnes and Bernard sign off on it. Marnes tells Sims to hold off for now. Juliette meets Lukas Kyle in the Cafeteria, and a drunk Marnes begins to dangle a bottle over the railings despite the prohibition to do so. Juliette talks with Martha over the radio as Marnes listens in. In Martha's workshop, she works to get the relic left to her by Juliette working. Juliette arrives back at the Sheriff's apartment to investigate the rattling scraping noise in the vent system, while Marnes is attacked in his own home and left staring down the barrel of a shotgun. In her apartment, Juliette finds what she is looking for hidden in the vent system -- George's file.

Truth

Juliette Nichols looks through the file left by Holston Becker in her apartment when a Porter knocks at the door. He delivers a message from Robert Sims informing her of a suspected homicide, and the victim is Deputy Sam Marnes. In Marnes' apartment, Sims and Paul Billings look over Marnes' body, who died by having his skull caved in by the butt of his own shotgun. Sims tells Juliette that Billings is her new chief deputy as Bernard Holland arrives hoping they have control of the situation. When the mortuary team arrives, Juliette asks for a minute alone with the body, and takes a list of citizens from Marnes' pocket.

In the Mayor's office, Bernard, Juliette, Sims, and Billings discuss the situation. In an effort to avoid talk of murder spreading through the Silo, they decide to run with the story that Marnes and Ruth Jahns were in love and that they would be buried together. Although technically an unsanctioned relationship, Bernard believes that considering their age it won't be an issue and talk of forbidden love is better than talk of homicide. Bernard also plans to announce a race up the Silo, with the winner to be awarded the Jahns trophy. Sims and Billings are dismissed, but Bernard asks Juliette to stay. He knows that Juliette does not like Billings being appointed as Chief Deputy without her input, but tells her that the subtext of The Pact basically says that the Sheriff Department has to bow to Judicial.

Jahns and Marnes are given a funeral, buried in the soil of the gardens so their bodies can serve as fertiliser for the crops that sustain the Silo. Bernard and Juliette speak at the gathering, reminding the residents of the Silo that both of them dedicated their lives to the Silo and they should be remembered and celebrated for it. In the Sheriff's office, Juliette meets with Deputy Hank who warns her that people in the Silo are scared, and while he knows she can do anything she sets her mind to he also knows no one can do it alone.

Sandy confronts Juliette in her office and wants her to find out who really killed Marnes, and not go along with whatever story Judicial concocts because Judge Meadows wants to maintain order rather than expose the truth of the situation. Juliette and Billings begin an investigation into Marnes' death, using the list of citizens she found on his body. They question Charles Martin first, who claims to have been in the hospital at the time and Juliette, seeing his hand was shaking from the syndrome, knows he wouldn't have been able to best Marnes. Sending Billings to go have lunch with his family, Juliette goes to see Patrick Kennedy alone. He is not in his apartment so she breaks in, finding evidence that he was behind the murders of Jahns and Marnes; namely a box of rat poison and a drawing of Jahns that Marnes had in his apartment.

Billings visits Sims in Judicial rather than go home. Billings learns that Douglas Trumbull is being considered for be Sims' Shadow. Juliette finds Kennedy and takes him into an unofficial protective custody. Billings admits to visiting Judicial because he wanted to know what their investigation was like, and knows that they have access to information that the Sheriff Department does not. Billings reveres the Pact, so anything that is not explicitly sanctioned in it, such as unofficial informants, makes him uneasy. However, he tells Juliette that Judicial is looking at Ralf Melby, a low-level gambler and thief. Juliette issues an arrest warrant for Kennedy, hoping to flush out Judicial because they want her wasting her time looking at Melby to undermine her. With the Silo engrossed in the race to the top, Juliette encounters Trumbull outside Kennedy's apartment; except it is not Kennedy's apartment since he moved last year after the death of his wife and Judicial planted evidence in the wrong home.

A chase ensues, leading down onto the stairs just as the footrace is coming up. Juliette and Trumbull clash and he throws her over the rail and attempts to kill her. Juliette fights back, breaking his finger, but has to be rescued by other residents of the Silo while Trumbull gets away. Later, Trumbull follows Sims to a nondescript janitor's closet, where Sims dresses him down for his failures. But nonetheless, he offers Trumbull to be his Shadow and when he accepts, ready to serve the Silo, Sims pushes him over the railing to his death.

Juliette and Billings meet with Judge Meadows and Sim, recounting Trumbull's attempts to frame Kennedy and then the fact that he took his own life shortly after. Meadows doesn't really believe it, but accepts the story to quell rumours and conspiracy theories about the deaths. Juliette and Billings have a discussion about their mutual trust of each other, and Sandy informs Juliette that she requested reassignment to the station on Level 105 because she has had enough of Up Top and feels like she is being watched.

Juliette meets with Bernard, who is planning to hold a Forgiveness Holiday and needs her deputies to be prepared for it. He also tells her that he was wrong about her, and pledges to support her as long as he is Mayor. Juliette requests two days off to return to the Deep Down and collect belongings and say proper goodbyes. Juliette meets Lukas Kyle in the Level 1 Cafeteria, and finds that he is charting the lights in the sky from the outside camera feeds. They have no idea what they are, but he has been studying them long enough to realise there is a rotating pattern as if they were moving in a large circle.

Juliette goes to see Martha Walker, who is worried about her. However, she has made headway on the Relic that Juliette left her, recognising it as a kind of camera due to the lens. Martha tells Juliette that there are two mysteries in the Pact that confound her; no mechanisation of the way to go up and down the Silo such as lifts or pulleys, and no magnification over a certain level. Juliette goes to George Wilkins' hidden camp and retrieves the Relic he left for her.

The Janitor's Boy

Sheriff Juliette Nichols and Deputy Paul Billings begin to investigate Douglas Trumbull's apartment for any information on why he killed Sam Marnes. During the search of his apartment, Billings finds a Relic; the same Relic that Juliette had previously been given by George Wilkins.

In a flashback, Juliette and George Wilkins talk about his dangerous sideline in collecting Relics, and their joint effort to steal the heat tape from the IT Department. George wants to know why Juliette risked stealing it, and she tells him she did it for the Silo because the heat tape can save lives. Although the IT heat tape was apparently defective. Juliette wants to know why George collects Relics because she feels that they are not worth risking his life over. George counters that if they aren't important, why is it illegal to own them? George does point out that they are not all illegal, and gives Juliette his watch even though it doesn't work.

The Silo gears up for a Forgiveness Holiday, where residents are encouraged to travel and reconnect with old friends, give gifts and spend credits. Juliette looks up the Relic in the law enforcement database, but her description is insufficient to return a response. Billings arrives and is surprised that she did not turn the Relic in to Judicial. He also has a note from a Porter from Recycling. The note tells her that her request to look for a hard drive in Holston Becker's former belongings was unsuccessful but she will be informed if that changes. Billings challenges Juliette about keeping the Relic past the twelve hour discovery window. Juliette believes that since it is evidence in a crime, The Pact allows for it, but Billings points out that she still needs Judicial's approval. And for that, she will need to see Judge Meadows.

Juliette and Billings meet with Robert Sims, and are escorted into see Judge Meadows who is feeling unwell. Juliette presents the Relic and wants to open an investigation in Douglas Trumbull but Sims doesn't believe that Relic belonged to Trumbull and that their extensive files on Relics prove that the watch Juliette wears is registered to George. Sims does agree to the Relics investigation since people will be more inclined to hand over any illegal items during a Forgiveness Holiday.

Juliette and Billings go to see Patrick Kennedy, looking for a name of someone who deals in Relics. Kennedy is reluctant to give up the name, but eventually does after subtle coercion from the law enforcement officers. Sims investigates the Relic found in Trumbull's apartment, and finds an entry for it in the Relic database, showing it to be a pre-Silo artifact.

In the cave beneath the Silo, Juliette and George talk about how history is just a record of people, and if Juliette ever wonders what is beyond the Silo. She doesn't, because she doesn't have time to worry about that kind of thing. But Juliette does like the feeling she gets when she's with George and he talks about these possibilities so she shows him that she fixed his watch.

Juliette and Billings visit Regina Jackson. Juliette is surprised to learn that Regina recognizes the watch she wears because it belongs to her boyfriend. Sims continues his investigation into the Relic, looking through the ledger containing information on it that reveals that the Relic was in the possession of George Wilkins.

Regina informs Juliette and Billings that George essentially used her to buy Relics, figuring that her large family would be a good cover for it. She makes pointed references to how George left her to go to Mechanical in search of the big, illegal questions, and that he probably moved on to someone else that could help him since he wasn't the type of person to spend forever with. Regina no longer possesses Relics, and has been over the information with Judicial before, as has her now-estranged family.

Sims calls a meeting between him, Bernard Holland, Juliette and Billings to reveal the information he found. That the Relic was reported in George's possession from a confidential informant and it was not recovered in a search of George's apartment after his death. Bernard posits that if Trumbull was part of that search team—a fact that Sims is not required to share with anyone—then he may have simply taken it as a harmless curio. Some mysteries are better left unsolved. Juliette thanks Billings for not revealing that she and George were in a relationship but he is angry that she dragged him into a situation where he could have been arrested since he now knows she planted the evidence in Trumbull's apartment. Billings wants honesty from her, but Juliette counters that she knows the signs he is hiding and that he is suffering from the Syndrome and the fact he has not reported himself or even holds a position of authority is illegal and against The Pact.

Juliette heads home through the Cafeteria and encounters Lukas Kyle. There are no lights in the sky tonight, and even though he was told it was going to be cloudy, Lukas came up anyway to see the Sheriff. Billings goes home to his family, and his wife helps him to soothe the symptoms he is experiencing. Billings worries that his condition has passed to his daughter, but it is not guaranteed to travel down the family line. Billings tells his wife that he is grateful for both of them in his life.

Juliette and George talk in the cave, and she asks him what the big questions are. He responds with several; what is outside the Silo, what is beyond the range of the sensor, why are they here? Juliette asks him what the biggest question is. George tells her that it is what if everything they know, everything they have ever been told, was all a big lie.

Juliette calls Martha Walker on the radio and tells her that she is quitting the Sheriff's role in the morning and coming home. When Martha asks if she solved George's murder, Juliette replies she no longer cares and that the man she is doing it for is not the man she thought he was. Martha asks her what kind of person she is, and why she went Up Top and took the role in the first place because George never asked her to do it. She tells Juliette that while she could come back to Mechanical, she should not let the anger she is feeling cloud her judgment.

Juliette goes to see Regina again, confronting her about the fact that she is Judicial's confidential source and the reason that George is dead. Regina sets a fan running and tells her that Judicial isn't the problem, but the man who comes at night and wants the information. He threatened her family, and told her everyone she had interacted with during the day. Regina gave up the information on Relics and Relic dealers to save her family from the mines. Juliette realizes that the reason Kennedy gave her Regina's name is because it was one that Judicial already had. Regina was the source of the hard drive, and George gave her something that was handed down through his family for generations. Regina gives it to Juliette and tells her not to speak out loud about its contents because it can get her killed.

Juliette returns to her apartment and looks at the Relic, which is a book titled "Amazing Adventures in Georgia: A Travel Guide for Kids". Inside are images of lush green forests, people enjoying whitewater rafting, animals that are unknown to Juliette. As she reads, Juliette is unaware that she is being monitored by two technicians, watching on a video screen more advanced and larger than anything common in the Silo. One of the technicians tells the other they need to wake someone and that he needs to see this, despite it being the middle of the night.

The Relic

Gloria Hildebrandt sits on a beach, watching her husband and daughter play on the sand with the ocean spread out before them. A nurse approaches, and it becomes clear that what Gloria is seeing is a hallucination or dream. Gloria tells the nurse she needs to get back, and asks where the water has gone. The nurse injects Gloria with something and leaves.

In her apartment, Juliette Nichols continues to read the book given to her by Regina Jackson. On the inside cover, a name of one of the previous owners stands out: Gloria. Juliette checks her files and finds the one for Gloria Hildebrandt and leaves her apartment, taking the book with her. On her way out, she pauses briefly as she notices the fallen flower pot no longer in front of her mirror. In the surveillance room, the two technicians report to Robert Sims and ask if they should detain her. Sims tells them to track her progress.

In her office, Juliette looks up Gloria's records to find that she is in long term medical care. Paul Billings arrives and they exchange small talk before Billings passes on messages; Maintenance is apologizing for breaking the vase in Juliette's apartment and they will replace it, and Mayor Bernard Holland wants to see Juliette first thing. Juliette tells Billings to acknowledge receipt but she will have to reschedule because she needs to go to the Mids to deal with something. As she leaves, Deputy Molly Karins calls Billings on the radio.

Juliette goes to the Long-Term Care ward to see Gloria. The nurse says she is suffering from hallucinations as a result of advanced vascular dementia and says things that have no meaning or sense. Some of the things Gloria says prompt Juliette to ask if she wants to go for a walk, but the nurse cannot allow that despite the Sheriff having authority as Judge Meadows issued an order to keep Gloria in the facility.

Billings receives a visit from his wife, bringing lunch to him. As he starts to take her for a coffee and spend time with his daughter, a Porter arrives with an urgent message for the Sheriff. Billings tries to radio Juliette but she turns off her radio as she demands to see Judge Meadows although she is not in her office and she is out sick with a cold. Billings races down the stairs, calling all deputies to Level 26. As they arrive, they are confronted with a mass brawl of civilians. Billings and Karins intervene and begin subduing the rioters.

Juliette arrives in the Sheriff's office to find deputies locking up rioters and the place a hive of activity. Billings angrily confronts Juliette about the situation after a bar got trashed on the level and the entire floor was ready to explode. People are scared and in need of their sheriff, and Billings was forced to lie to Bernard to cover for Juliette's absence. He wants to know what is so important that Juliette is neglecting her duties and dishonoring the badge she is wearing. Juliette tells him George Wilkins was murdered, and that everything is connected to that - the murders of Ruth Jahns, Sam Marnes, and Douglas Trumbull, and the cleanings of Holston Becker and his wife Allison. She wants Billings to look the other way while she investigates. Using his knowledge of The Pact, Billings gives her an official way to reopen the investigation into George's death, using the Relic of his found in Trumbull's apartment as a factor.

Juliette stops in the Cafeteria when she sees the lights in the sky. Lukas Kyle arrives and they talk, where she learns that he is a systems analyst in the IT Department. They talk, and Lukas kisses her. Juliette pulls back and leaves as Lukas tries to apologize. In her apartment, Juliette reads the book and finds a page on constellations.

Juliette meets with Bernard, who reveals that he has been threatened by Judge Meadows for supporting the Sheriff. She sent Sims to deliver the warning that she would find a way to use The Pact to remove Bernard. Bernard tells Juliette that he made a conscious choice years ago to stay out of Meadows' way but he does not want her to gain control of IT's servers. While Juliette believes the generator to be the most important part of the Silo, Bernard points out that the servers control where the power goes to power actions such as watering crops, sending messages, and circulating the air. If Meadows was to get control of that, Bernard if afraid of what she will do. Juliette agrees to help him find a way to box Meadows in and prevent that.

Juliette goes to judge's apartment based on information from Billings, delivering her breakfast. Meadows' apartment is full of Relics, and she does not appear to be as sick as claimed. Juliette wants to know why the medical order is on Gloria, and wants the Judge to lift it for a few hours so she can talk to her without Gloria being drugged. If she does, then Juliette will be back in Mechanical by the end of the week. Meadows says she cannot lift it because "they" will not let her. Juliette begins to realize that Meadows is not in charge, and as long as she keeps quiet she is allowed to live in a good apartment with many Relics in comfort. Sims is watching their meeting, and asks the technicians to replay the conversation Juliette had with Gloria in Medical, only to find their camera is obscured by flowers.

Juliette goes to see her father, Dr. Pete Nichols. He has no idea what to say to her after so long, but Juliette cuts to the chase saying she wants a favor and then she will leave. Pete doesn't want that, but Juliette says all she needs is his help in getting Gloria out of long term care long enough for the drugs to wear off so she can talk to her. Pete says it is dangerous and can't be done so Juliette tells him she should have known that he wouldn't come through for her. As she is about to leave, Pete tells her to wait.

Pete goes to long term care and takes Gloria to the nursery in a wheelchair to meet Juliette. Gloria is under the affect of a sedative that could take five or six hours to flush through her system. They don't have that long, so Pete says he can give her something that might work but it has potential side-effects. Juliette convinces him to administer it, but Gloria has a seizure which reminds Juliette of her own experiences with her brother as a child. The seizure abates and they wait for Gloria to wake up.

Sims enters the monitoring room to find the technicians have list Juliette on cameras. They last have her in medical, but she entered a blind spot since the technicians have been reappropriating the cameras for years to replace more important ones. Sims angrily tells them to find her.

Gloria wakes and is disorientated as Juliette begins asking her questions. Pete tries to help, but she is agitated by him since he was her doctor and Gloria believes that she was the reason she never had a baby because he works for "them." Juliette tells Pete to leave while she tries to get answers from Gloria. Juliette shows Gloria the book, revealing a cascade of information. She was part of an organization known as the Flamekeepers, a group dedicated to remembering and preserving the past. But they were opposed by the Silo, who put something in the water to cause memories to fade and erase the past. The Relics are meant to help them remember. After Gloria and her husband Henry were unable to have children, because "they" wanted to ensure the Flamekeepers died out, Gloria gave the book to George's mother, Anne. Gloria realizes that Juliette is Hanna Nichols' daughter, and that Anne was helping her with a magnifying device and that she was surprised that Hanna was allowed to have children. Juliette asks if her mother was a Flamekeeper; Gloria says she had the same curiosity.

Juliette talks with Pete, and she is angry that he lied to his patients about removing their birth control implant. Pete tells his daughter that he did not have a choice, when they came to him to order this it was to prevent genetic disease from running rampant and ensuring the long-term survivability of the Silo's population.

Sims and the technicians watch as Juliette wheels Gloria back to her room, confronting medical staff that Gloria was found wandering on the stairs by a deputy. Sims angrily tells the technicians to find out where they came from and to keep track of the sheriff.

Gloria returns to her room, asking to see the book for one last time. She tells Juliette to keep it safe. Looking around she sees her flowers are gone and remembers that Sheriff Becker came and put them there in front of the mirror. Juliette begins to realize a connection between this and the flowers in her own apartment as she checks the mirror in Gloria's room. Juliette realizes that they can see them through the mirrors, and asks Gloria if Holston said or did anything else while in the room. Gloria tells her that he paid attention to the vent in her room. Covering the mirror, Juliette opens the vent and finds a bag with George's hard drive in it. Sims, realizing that she knows about the cameras, sends the Raiders to Medical. Gloria tells Juliette that she is the last Flamekeeper now, and asks her if she knows why her mother killed herself.

As the raiding team enter Gloria's room, asking where Juliette is, Gloria just stares back at them.

The Flamekeepers

Hanna Nichols and Juliette meet with a man in the middle of the farms, trading a bottle of pills for a box containing a rabbit. Juliette is excited, but is told that it is not a pet. Juliette also notes that the rabbit seems sick.

The Judicial raid team searches the medcenter for Juliette, who is hiding out in the nursery. Robert Sims goes to see Gloria Hildebrandt, taking note of the open vent and removing the blanket that Juliette used to cover the mirror. Sims hopes that Gloria will be helpful to him and promises to not stand between her and her dreams if she cooperates. Gloria wants to know why she should trust him; Sims tells her that she is the reason that he has his son, because Gloria helped procure folic acid for Sims' wife. Gloria tells Sims what he wants to know. As he leaves, Sims tells the nurse to ensure that Gloria gets the good stuff every day and any attempt to remove her from the facility has to go through him.

Sims briefs his team on capturing Juliette, indicating that she has a red level Relic. In the nursery, Juliette takes the hard drive from the bag and plugs it into one of the computers there. However, the terminal is not authorized to open a sysops drive.

In flashback, Hanna explains that she believes the rabbit has a hole in its heart, similar to Jacob. She plans to use a magnifying device to find it and sew it up. Hanna starts surgery on the rabbit, with the intention of using the knowledge to help people in the Silo.

Juliette is awoken in the nursery by a radio call from Paul Billings telling her to come to the Sheriff's office. When she arrives, she finds Judicial agents searching it, acting on orders from Judge Meadows to find unsanctioned Relics. Billings notes that without extreme cause, their search is a violation of The Pact.

Juliette remembers watching Judicial search their quarters as a child. Hanna and Pete argue about the device, with Hanna blaming Pete for potentially telling Judicial about the device since only he and Juliette knew about it. Pete counters that she has not been subtle about having parts for it delivered to their apartment and begs her to give up the unsanctioned device before Judicial tears their home apart. Hanna surrenders the device, and the Judicial agent smashes it in front of them.

Judicial concludes their search, including of Juliette's bag. Once they leave, Juliette confides in Billings that she does not think that Meadows is behind the search. She believes that Sims is, and that he will not stop until Juliette is either dead or in jail. Billings notes that Judicial missed several steps in their action, causing Juliette to go and arrest Sims for the illegal search, holding him responsible for his agents' actions. With Sims out of his office, Juliette takes the opportunity to look through his things, finding files on Shirley Campbell, Martha Walker, and Hanna Nichols.

Juliette goes to see her father and wants to know why her mother wanted to build a magnifier. Having found her mother's file, she knows that Pete was not responsible for turning Hanna into Judicial and apologises to him. Father and daughter reconcile after years of animosity. A nurse enters, saying maintenance is insistent on checking the vents, but no one called in a work order. Juliette believes he is there to install a camera in the nursery since its a dead zone, and retrieves the hard drive she hid in the room, intending to take it to Martha Walker.

Juliette tries to get to Mechanical but finds that Judicial has set up a checkpoint on the stairs. In the Sheriff's office, Sims makes the deputies uneasy by asking for coffee and use of the radio, which is denied but the implication is that Sims will hold it against them. Billings returns to his apartment for dinner, but the tremors from the Syndrome cause him to drop plates. Kathleen is worried that the stress of the job is making the symptoms worse.

Martha receives a message from Pete telling her Juliette is on her way, but she is over an hour late. Martha steps outside her workshop for the first time in years, calling for someone. When no one answers, Martha prepares to leave the doorway until Shirley arrives. Martha explains that Juliette is late, and to notify her if Juliette arrives.

In the Level 1 Cafeteria, Lukas Kyle is watching the screens when a Porter arrives with a message. The message is cryptic, but he realises its from Juliette and goes to meet her. Juliette wants him to help her access the hard drive, because the information on the drive might help her solve the reasons why Allison Becker was sent to clean, and the murders of George Wilkins, Ruth Jahns, and Sam Marnes. Lukas is reluctant to work on something he is not authorized to, until Juliette reveals the existence of the cameras and sensors in their homes. Lukas worries about his mother and refuses to help. Juliette and Lukas leave the apartment just as a Judicial raiding team arrive.

Juliette tries to get past the checkpoint on the stairs, but the agent refuse without seeing identification and bad search. Bernard Holland arrives and challenges the agent if she will disobey the mayor, allowing himself and Juliette to pass. Bernard wants to know why she arrested Sims, so Juliette lays out that Judicial is planning to take over but Sims is behind it, not Meadows. Bernard takes them to a private place to talk.

In the middle of the farm, Bernard slips up and mentions the hard drive in front of Juliette. Sims arrives, and she becomes aware that the conspiracy is more than just Sims. Meadows is not afraid of Sims, but Bernard. Threatened with being sent out, Juliette runs and is chased by Judicial agents. She is caught and arrested.

Shirley tells Martha that Juliette has requested to be sent out, witnessed by the mayor. Martha doesn't believe it though. Billings leads Juliette up the stairs and she tries to convince him that she never said she wanted to go out, but Sims is adamant he witnessed it and so did the mayor. Billings has a tremor attack, allowing Juliette to break free, grab her bag from Sims, then jump over the stairwell.
